These lists are the country's capability agenda, computed from the scores. Read the full agenda. It names comparable evidence from other countries and the 18 gaps in the registry.
Why this country is included: Added in the 9.0.0 completion, which takes every country of a million people or more that is measurable in all nine capabilities.
Read Georgia beside up to three other countries, down to the indicator behind every row.
- Usable or good evidence
- Thin evidence, hollow point. The dashes open further as confidence falls.
- The point still sits at the score, because confidence never moves it.
- Click any axis to see every country on that dimension.
A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page
Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.
A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.
- direct capability measuredirect capability measure Measures the thing itself.
- capability inputcapability input Measures something that supports the capability.
- downstream outcomedownstream outcome Measures a result that usually follows from the capability.
- perception proxyperception proxy Records what people or experts say, not what they did.
Confidence
- very thin0.00 to 0.25
The score rests on one or two indicators. Do not quote it on its own.
- thin0.25 to 0.45
A minority of indicators, or evidence old enough to have moved. Read with care.
- usable0.45 to 0.65
Enough evidence to compare countries, with known holes.
- good0.65 and above
Most indicators observed, recent, from official or intergovernmental sources.
A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.
Anticipation
How capable is the country of identifying and preparing for emerging change?
+9.9 over 10 years, from 37.5 in 2016 to 47.4 on 2 indicators seen in both years.
Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.

R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2024
0.26 % of GDP, rank 81 of 118. Gross domestic expenditure on research and development as a share of GDP.
A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).
Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2024
1,896 per million people, rank 41 of 114. Full-time-equivalent researchers per million people.
A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.
Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024
5,293 per million people, rank 52 of 125. Servers using encryption in internet transactions, per million people.
A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.

Geostat performs well but the research base is tiny and strategy documents are largely donor-driven. Panelist A's point that direction since 2024 depends on one party leadership lowers my confidence in any durable horizon, so I trim to 43.

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.
Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024

A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.
Panel estimate, round 2, how this layer works
- 62.0 institutionalist@claude-opus-5-5, self-confidence 0.50
Public Service Halls and one-procedure registration are institutions that outlasted their builders, which B and C credit too. Low perceived control and mid-frame density keep me below their 68.
- 66.0 bottom_up@claude-opus-5-5, self-confidence 0.50
One-procedure registration and Public Service Halls are durable achievements, and a large informal small-trader and agricultural self-employment economy sits outside business density. Low perceived control reflects insecurity more than absent initiative; A's 60 leans too much on the registry count.
- 66.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.50
One-procedure registration came from deliberate post-2004 reform and Public Service Halls outlasted governments, which is conversion of intent into action and not income. Low perceived control and mid density temper it.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2023
3.227 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.
Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
State health cover bought through private insurers, and its dismantling
From 2007 Georgia's health ministry contracted private insurance companies to buy care for the people covered by its state Medical Assistance Program, and medical policies in force at Georgian insurers reached 1,959,338 at the end of 2013. After the government moved purchasing to its own Social Service Agency under the Universal Health Coverage Program, policies in force fell to 535,505 at the end of 2014.
535,505 policies, medical (health) insurance policies in force at insurers, end of year, 2014. 1,959,338 policies, medical (health) insurance policies in force at insurers, end of year, peak, 2013. Insurance State Supervision Service of Georgia, insurance market statistics, number of policies, 12 months 2014, retrieved 2026-10-17.
How it worked: The health ministry paid private insurers, first through vouchers the poor could take to any insurer and from 2010 through regional tenders, to carry the risk and buy care for state beneficiaries. In 2013 a new government made its Social Service Agency the single purchaser, and the insurers' public book ran off.
Limits: The regulator counts policies, not people, and the count mixes the state programmes with voluntary corporate and retail cover. The 2014 value is in the 2014 Excel file at the source URL; the 2013 peak is in the 2013 file (https://insurance.gov.ge/en/Statistics/GetFile/543?type=4), and the same regulator's 2013 file without state programmes (https://insurance.gov.ge/en/Statistics/GetFile/431?type=4) gives 491,885 medical policies, so state programmes held about 1,467,453 policies at the end of 2013. That split is computed by subtraction, not published, and no split exists for earlier years. The year-end series in the same files was 1,311,287 in 2009, 1,915,952 in 2012 and 533,471 in 2015. The account of the arrangement and of the takeover comes from a World Bank knowledge brief (https://documents1.worldbank.org/curated/en/099802505242216398/pdf/IDU07bfac40d035c20431a0bc1b0755ced4057df.pdf, a PDF), which dates the Social Service Agency's takeover of purchasing to the start of 2013; the policy counts stayed high through 2013 and fell in 2014, and no source here explains the lag. The record documents the end of a public-private delivery model, not a loss of health coverage: the same brief reports that public health spending rose from 19.4 percent of current health expenditure in 2012 to 40.8 percent in 2019. The brief also reports that insurers had integrated with hospitals and contracted selectively, which is a reason the state ended the model.
Panel estimate, round 2, how this layer works
- 55.0 institutionalist@claude-opus-5-5, self-confidence 0.50
Budget execution is near perfect and border compliance efficient. The 2024 foreign agents law and pressure on NGOs damage the civil society channel, which the 2025 index already partly shows.
- 60.0 bottom_up@claude-opus-5-5, self-confidence 0.50
Budget execution is near perfect and trade compliance good, but the 2024 foreign agents law and the political crisis restrict the civil society channel. I sit between A and C.
- 58.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.45
Budget execution and trade compliance show delivery machinery. The 2024 foreign agents law and a narrowed civic space mean the 52.6 civil society reading is likely to fall; I lean toward the lower panelist.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Behavioral check, not scored
Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.
Confidence in the courtsJoint EVS/WVS (E069_17), 2022
10.5 % a great deal, higher is better. Share of survey respondents saying they have a great deal of confidence in the justice system and courts, of the four answers a great deal, quite a lot, not very much and none at all, in the Joint EVS/WVS 2017 to 2022 survey round.
Confidence in the courts is the public half of what this capability asks: whether people expect the rules to be enforced when a stranger breaks them. It is not scored because the survey answer reads two things the number cannot tell apart. Where courts are independent, confidence is a judgment of how they perform. Where they answer to the state, it is also deference, and saying otherwise to an interviewer has a cost. In this frame the pattern runs the wrong way. India, the Philippines and Indonesia, all electoral autocracies in the V-Dem 2025 classification, lead on the share saying a great deal, and Vietnam and China, the two closed autocracies surveyed, lead once quite a lot is counted too. The ten electoral autocracies average 21.8 percent saying a great deal and the two closed autocracies 28.1, against 13.6 for liberal and 8.4 for electoral democracies. Scored, it would rank highest the states whose courts are least able to rule against them. Income is not why it is left out: the share correlates about -0.18 with log GDP per capita. Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2025
89.5 % gross, rank 13 of 124. Gross enrolment ratio in tertiary education.
A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).
Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2024
4 % of GDP, rank 68 of 125. Government expenditure on education as a share of GDP.
A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).
Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2019
5.3 % of secondary, rank 91 of 125. Vocational pupils as a share of total secondary enrolment.
A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
SESA vocational training and retraining programme for jobseekers
Georgia's State Employment Support Agency has run voucher-funded short vocational courses for registered jobseekers since 2020, averaging more than 2,000 participants a year, and an evaluation of the 2,521 people who completed training in 2022 found that about 5 in 100 previously unemployed participants found a job the following year.
2,521 people, participants who completed training in 2022, analysed with revenue service administrative data, 2022. 4.8 percent, hard employment indicator: share of participants unemployed in 2022 who were employed in 2023, 2023. European Training Foundation, peer learning event Effectiveness of ALMPs, Evaluation of vocational training-retraining measure in Georgia (Ana Diakonidze), June 2026, retrieved 2026-10-17.
How it worked: The employment agency issues training vouchers to registered jobseekers for courses of up to three months at public VET colleges and accredited training enterprises, and tracks outcomes through tax records.
Limits: The figures come from slides in a PDF presentation, not a published evaluation report, so the method cannot be checked in full; slide 5 gives the 2,521 individuals analysed, and it does not state whether that is every 2022 completer or the subset matched to tax records. The annual scale is given only as an average of more than 2,000 participants over the last five years, with no year-by-year series at an open URL; the agency's own site did not resolve. The evaluation's results are poor: a 4.8 percent hard employment rate (about 10 percent among the previously unemployed only), and a return of 75 GEL in taxes per 100 GEL spent. About 2,000 people a year is a very small share of Georgia's adults. The 2020 start is the start under SESA; earlier job-seeker training ran under the Social Service Agency and is not counted.

A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Regulatory Laboratory (regulatory sandbox) of the National Bank of Georgia
The National Bank of Georgia, under a sandbox framework it approved in May 2020, took 19 supervised firms through the final real-environment stage of its Regulatory Laboratory between June 2021 and June 2026, 14 of them banks, microfinance organisations and payment firms testing remote identification in 2021, and listed one further project, the Ranko credit-offer platform, in real-environment testing in October 2026.
19 firms (cumulative), firms listed as having completed real-environment testing, counted from the completed projects page, 2026-06-19. 1 projects, projects listed as currently in real-environment testing, 2026-10-16. National Bank of Georgia, Regulatory Laboratory: Completed Projects, retrieved 2026-10-16.
How it worked: The central bank wrote a three-stage sandbox framework (idea, concept, then live testing on a limited number of users) open to firms it already supervises, and publishes each firm's project and the date its live test ended.
Limits: Both counts are ours, made by reading the rows of two central bank pages; neither page states a total. The Completed Projects page lists 20 rows, but Microfinance Organization Micro Business Capital appears twice with the same project and date, so the count is 19 firms. The page lists completions only: it does not say how many firms applied, how many entered the first two stages (idea and concept testing) and were stopped there, or whether any test failed, so firms that exited without success, half of what the indicator asks for, cannot be counted and the list may show only successes. The flow is lumpy: 15 of the 20 rows are remote identification tests closed between June and November 2021, a COVID-era wave in which most banks tested the same face-recognition onboarding service, so the 2021 peak counts near-identical tests rather than distinct innovations. After 2021 the list shows one completion in March 2025, three online currency conversion services in August and September 2025 and a virtual-asset-secured loan in June 2026. The central bank opened later thematic calls (escrow services, tokenized deposits, equity crowdfunding, an AI sandbox, tokenized bonds), and none of these appears among completed or live tests. The page does not say whether any completion led to a rule change. Only the central bank, which supervises banking, non-bank, payment and capital market firms, is covered; no other Georgian regulator was found running a trial regime.

Conditions, not scored
What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.
Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025
70.9 % aged 15+, rank 61 of 125. Share of the working-age population in the labour force.
A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.
Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024
30.4 per 100 people, rank 36 of 125. Fixed broadband subscriptions per 100 people.
A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.
Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2024
7.9 % of output, rank 49 of 117. Power lost in transmission and distribution, including unbilled use.
A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.
Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2025
62.4 % of employment, rank 56 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.
A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).
Evidence for missing indicators
Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.
Temporary unemployment benefit and one-off support for the self-employed, 2020
Georgia, which had no unemployment benefit, announced a temporary GEL 200 monthly benefit for laid-off formal workers and a one-off payment for self-employed and informal workers on 24 April 2020, a month after declaring a state of emergency, and by September 2021 had paid 231,487 unemployed people and 307,236 self-employed people.
231,487 people, unemployed people paid the temporary unemployment benefit, 2021-09. 307,236 people, self-employed people whose activity was affected and who received support, 2021-09. World Bank, Implementation Status and Results Report, Georgia Emergency COVID-19 Response Project (P173911), sequence 3, 10 September 2021, retrieved 2026-10-02.
How it worked: The government used the Revenue Service's payroll tax records to identify laid-off formal workers and pay them a flat monthly benefit through the State Employment Support Agency, and opened an online portal for a one-off payment to self-employed and informal workers with no declared income.
Limits: Both counts are in one sentence on page 1 of the status report, with no table behind them and no date of first payment; the timing comes from the project appraisal document (http://documents.worldbank.org/curated/en/949581588712278110/pdf/Georgia-Emergency-COVID-19-Response-Project.pdf: state of emergency on 21 March 2020 in paragraph 9, printed page 12; the Prime Minister's 24 April announcement in paragraph 26, printed page 18; the GEL 200 benefit for up to six months and the GEL 300 one-off benefit in paragraphs 45 and 46). The speed shown is therefore 34 days from emergency to announced rule, not to money paid. The World Bank and AIIB co-financed the programme, the report notes that its indicator values cover only the IBRD share of some outputs, and the counts are cumulative people paid at least once, not people covered for six months. The benefit was temporary by design and Georgia still has no permanent unemployment insurance, so the rule change did not outlast the shock. The self-employed figure is described as people 'whose activity was affected', a looser category than the one-off benefit's eligibility rule.
Multi-hazard early warning system and hydrometeorological network
Georgia's Ministry of Environmental Protection and Agriculture, as executing entity of a UNDP-implemented programme financed by the Green Climate Fund and the Government of Georgia, installed 150 of 154 planned hydro- and agro-meteorological monitoring stations between 2018 and 2025, produced hazard and risk maps for all 11 river basins and completed flood-protection works at 12 of 13 sites, with the government disbursing USD 37.5 million of its own grant co-finance.
150 stations (of 154 planned), hydro- and agro-meteorological monitoring stations installed, 2025. 37,475,923.41 USD, government of georgia grant co-finance disbursed, cumulative, 2025. Green Climate Fund, FP068 annual performance report 2025 (submitted by UNDP, 30 July 2026), retrieved 2026-10-16.
How it worked: The environment ministry paired a Green Climate Fund grant with a larger government grant to rebuild the national observation network, map hazards basin by basin and build flood defences, routing procurement and management through UNDP while the National Environmental Agency and the Emergency Management Service take over the systems.
Limits: The numbers sit in a PDF (station count on page 7, co-finance table on page 22) written by UNDP, the accredited entity, so the programme reports on itself. Installed stations are not yet a working warning chain: the report says all 150 are still being tested for integration into the ICT system, forecasting platforms for floods, mudflows, avalanches and landslides run in testing mode, and the last-mile channel (a cell broadcast system replacing 200 planned sirens) is not yet built. The programme has requested a 12-month no-cost extension; its approved period ends in April 2027. The interim evaluation dated January 2025 recorded delays in the first output that pushed back the other two, and local mistrust of the equipment. UNDP implements the programme, so the delivery is Georgian in ownership and money but not in day-to-day management. Nothing here shows warnings issued or losses avoided.

How it worked: The Roads Department carried the national east-west highway over its hardest mountain pass in contracts financed by the World Bank and the EIB, and when contracts failed or were re-tendered the government covered the gap from its own budget instead of cutting scope.
Limits: The World Bank wrote the report and rated the outcome Moderately Satisfactory and efficiency Modest. The financing figures are in the data sheet and Table 2 (ICR page 4); the closing-date changes in the restructuring table (paras. 10 to 11) and para. 23. Much of the extra time and government money followed a 2017 decision to add the 11.6 km Chumateleti to Khevi link, co-financed by an EIB loan of EUR 67.47 million, so the plan the outturn is set against grew mid-project; Table 2's component 1 estimates (parent plus additional financing, US$273.48 million including EIB) against actuals (US$359.72 million) give a 32 percent overrun by my own sum, which the report does not state. The report attributes the 18-month extension of 2023 to re-tendering, COVID-19 and mountain construction, and the parallel Fourth East-West Highway project's ICR (2020) records that a Zemo Osiauri to Chumateleti lot was terminated in December 2018 and re-bid under this project. Most civil works were complete at closing, with residual works finished afterwards on government money; the date of full opening was not read at an official source.
Panel estimate, round 2, how this layer works
- 31.0 institutionalist@claude-opus-5-5, self-confidence 0.45
Economic fitness and high-tech exports are near zero, but the state delivered East-West highway sections and electricity connections. The Anaklia collapse counts against the delivery side, so I stay close to the indicator.
- 33.0 bottom_up@claude-opus-5-5, self-confidence 0.45
Fitness and high-tech exports near zero, but East-West highway sections and electricity connections were delivered. The Anaklia port collapse, as C notes, cuts against delivery, so I do not follow C to 42.
- 38.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40
East-West highway and interconnectors were delivered, but the Anaklia port collapsed. Fitness is near zero. I lower slightly from 42 because the other panelists weigh the thin delivery record.
