Germany

Read Germany beside up to three other countries, down to the indicator behind every row.

  • Usable or good evidence
  • Thin evidence, hollow point. The dashes open further as confidence falls.
  • The point still sits at the score, because confidence never moves it.
  • Click any axis to see every country on that dimension.

A score from 0 to 100 is a position inside the frame that all the benchmark countries set: zero is the weakest on a dimension and 100 is the strongest. A score of 10 puts a country near the floor of that frame and does not mean 10 percent of a capability.

How to read this page

Each dimension has a score from 0 to 100. It shows where this country sits among all 125 countries in the comparison frame, not a percentage. Confidence sits beside the score. A dashed radar edge and hollow point mean the evidence is thin. The records below show each indicator, its raw value, year and source.

A panel estimate, when present, is a separate judgment about what the indicators miss. It does not change the score or confidence. The panel's provenance is shown beside the estimate.

  • direct capability measuredirect capability measure Measures the thing itself.
  • capability inputcapability input Measures something that supports the capability.
  • downstream outcomedownstream outcome Measures a result that usually follows from the capability.
  • perception proxyperception proxy Records what people or experts say, not what they did.

Confidence

  • very thin0.00 to 0.25

The score rests on one or two indicators. Do not quote it on its own.

  • thin0.25 to 0.45

A minority of indicators, or evidence old enough to have moved. Read with care.

  • usable0.45 to 0.65

Enough evidence to compare countries, with known holes.

  • good0.65 and above

Most indicators observed, recent, from official or intergovernmental sources.

A row marked no dataset exists is a gap: the benchmark wants data that nobody publishes. A retired row has a source this project chose not to use. Both reduce confidence. The glossary defines each term, and the limits page lists where these numbers are known to be wrong about the world.

Anticipation

How capable is the country of identifying and preparing for emerging change?

+4.3 over 10 years, from 67.1 in 2016 to 71.4 on 2 indicators seen in both years.

Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Note: Redefined 2026-10-02 (D152). The row asked for the share of R&D spending classed as basic research, which is the make-up of a spending stock, the construct D142 retired business R&D share for. OECD MSTI publishes that share for its members only, and UNESCO UIS no longer serves R&D by type of research (construct audit, 2026-10-02). The behaviour behind it is a funder committing to a horizon: a grant awarded for five years or more is a decision to wait for a result. Untried: no memo has triaged a grant register. National funders publish award lists one by one with their own durations, and commercial grant aggregators fail the inspectability rule. Wireable on a grant-level register with award and end dates, on one definition of a competitive public grant, for half the frame or more.

Conditions, not scored

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • R&D expenditureWorld Bank (GB.XPD.RSDV.GD.ZS), 2023

3.2 % of GDP, rank 9 of 118. Gross domestic expenditure on research and development as a share of GDP.

A condition, not scored: money committed to research is what a country spends, and spending it does not show the country reads the future well (D122).

  • Researchers in R&DWorld Bank (SP.POP.SCIE.RD.P6), 2023

5,926 per million people, rank 12 of 114. Full-time-equivalent researchers per million people.

A condition, not scored: a standing stock of people who could investigate is what a country has, not a record of what they found (D122). Correlates with income but survives size normalization.

  • Secure internet serversWorld Bank (IT.NET.SECR.P6), 2024

152,114 per million people, rank 8 of 125. Servers using encryption in internet transactions, per million people.

A condition, not scored: a diffusion stock of digital adoption that money buys, not an act of anticipation (D122). Spans four orders of magnitude, so its rank is read on the published value and its correlations on the logged one.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

  • Germanylinked to Government foresight capacitystarted 1990still operating

Office of Technology Assessment at the German Bundestag (TAB)

Since 1990 the German Bundestag has kept an Office of Technology Assessment, run under contract by the Karlsruhe Institute of Technology, whose tasks include horizon scanning of scientific and technological trends at early stages; by 2026 it reported more than 200 projects and over 400 publications.

200 projects, projects carried out by tab since 1990 (lower bound, as stated), 2026-10-02. 400 publications, publications of tab results since 1990 (lower bound, as stated), 2026-10-02. Office of Technology Assessment at the German Bundestag (TAB), About us, retrieved 2026-10-02.

How it worked: The Bundestag contracts a university technology assessment institute to run a dedicated office for parliament, steered by its research committee, which picks topics and approves reports before publication.

Limits: Technology assessment is adjacent to strategic foresight: most TAB projects assess specific technologies on request from the Bundestag committee for research and technology assessment. It is filed here because the same page lists horizon scanning, the observation of trends in early stages of development, among its tasks and describes its aim as forward-looking analysis, and the site carries a separate foresight section. Both figures are cumulative lower bounds (more than 200, over 400) with no date stated, so asOf is the retrieval date. TAB reports on itself, and it is operated by a university research institute (ITAS at KIT) under a contract with the Bundestag rather than by parliamentary staff, so continuity depends on contract renewal. The counts show output, not influence on legislation, and they serve parliament, not the federal executive.

Panel estimate, round 2, how this layer works

  • 74.0 institutionalist@claude-opus-5-5, self-confidence 0.60

I hold near my round 1 score: the statistical system and the Max Planck, Fraunhofer and Helmholtz network are durable long-horizon organisations. Panelist C is right that foresight on Russian gas was not acted on, so I trim two points but keep the institutional base above the indicator.

  • 72.0 bottom_up@claude-opus-5-5, self-confidence 0.55

I hold 72. The statistical system and durable research bodies are real, but the energy dependence on Russia and the slow digitisation were foreseen and not acted on, and C's cut to 66 counts the article rate twice as a wealth stock.

  • 68.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.50

Statistical performance is a real capability signal and the research institutes are durable, but article counts are a rich-country stock and the energy and demographic warnings of the 2010s were not acted on. I move up two points on the long-horizon institutions point.

It observes the felt capacity to act, not action. The table prints the mean to one decimal and no top-box share, so the row stores the mean and ties are common. Fieldwork years differ by up to six years: the 37 countries emitted were surveyed between 2017 (eight, the US among them) and 2023 (India), and every value is stamped with the release year 2022. Response style on 10-point scales differs across cultures, and a closed autocracy can read high: Vietnam and Nicaragua sit near the top of the frame. Countries with separate EVS and WVS samples (Germany, the United Kingdom, the Netherlands) are held, as for interpersonal trust. See D127 and A15.

  • Individuals using the internetWorld Bank (IT.NET.USER.ZS), 2024

93.5 % of population, rank 24 of 125. Share of the population that used the internet in the last three months.

A condition, not scored: access to the basic tool of modern agency is what people have to act with, not a record of them acting (D122). Saturates near 95%, which compresses the top of the range.

  • Financial account ownershipWorld Bank (FX.OWN.TOTL.ZS), 2024

98.3 % aged 15+, rank 16 of 122. Adults with an account at a bank or mobile money provider.

A condition, not scored: holding an account is the precondition for almost any economic action, not the action (D122). Global Findex, published every three years.

  • Credit to the private sectorWorld Bank (FS.AST.PRVT.GD.ZS), 2023

77.3 % of GDP, rank 27 of 124. Domestic credit provided to the private sector by financial corporations.

A condition, not scored: financial depth is a stock of money available to actors, not what they do with it (D122). High values can also signal a credit bubble, so more is not always better.

Panel estimate, round 2, how this layer works

  • 46.0 institutionalist@claude-opus-5-5, self-confidence 0.45

Panelist C's point on paper-based administration and slow permitting is one I cannot answer, so I lower my score. The Mittelstand channel is real, but low new entry and nine procedures show that the institutions slow the conversion of intent into new action.

  • 50.0 bottom_up@claude-opus-5-5, self-confidence 0.40

Formal founding is very low, and A is right that German initiative runs inside Mittelstand firms and associations rather than through new entry. C's 40 reads the paper-based administration as a ceiling on all action, which ignores that intra-firm and associational action converts well.

  • 42.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40

Very low new business density and nine procedures are observed conversion friction. The other panelists credit Mittelstand activity inside incumbents, which is not individual intention turning into action; I hold near my round 1 score.

Behavioral check, not scored

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.

  • Customs clearance time for exportsWorld Bank (IC.CUS.DURS.EX), 2025

2.809 days, lower is better. Average number of days to clear direct exports through customs, as reported by manufacturing firms that export directly, in the World Bank Enterprise Surveys.

Days a manufacturer that exports directly says its goods took to clear customs, from the World Bank Enterprise Surveys. It is the time the border took on firms' own shipments, current where the Doing Business border time this capability scores is frozen at 2019. It is not scored for two reasons. The number of firms behind each country's figure is published only in the survey microdata, and on a proxy from the published tables 37 of the 53 countries in the frame when it was checked clear 30 exporting firms; Mexico, the Philippines, Israel and nine others may not. And the question changed: surveys fielded from 2024 also ask how long release took across all border agencies, and drop an answer where customs alone took longer, so a country surveyed on both sides of the change can move severalfold with nothing at its border changing. India reads 17.3 days in 2022 and 2.5 in 2025, on more than 9,000 firms each time. No country in the frame has two surveys on the new questionnaire yet. Income is not why it is left out: it barely tracks log GDP per capita.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

    The Fraunhofer contract-research model

Germany funds the Fraunhofer-Gesellschaft's institutes in proportion to what they earn from industry, and in 2025 the society performed 3.2 billion euros of contract research, 966 million euros of it paid by industry.

966,000,000 euros, industrial revenue, 2025. 3,200,000,000 euros, contract research volume, 2025. Fraunhofer-Gesellschaft, facts and figures, retrieved 2026-08-27.

How it worked: The state pays each institute a base grant that grows with the industrial income it wins, so every institute director is structurally forced to sell applied research to firms while the public base keeps the science honest.

Limits: The figures are the society's own. Revenue measures demand for applied research, not whether knowledge moves between universities and firms, which is what the indicator asks about, and Fraunhofer sits beside the university system rather than inside it, so a reader can argue the model routes around university-industry collaboration as much as it evidences it. Roughly two-thirds of the budget is still public money.

  • Germanylinked to Public-private collaborationstarted 1969operating below its peak

Dual vocational training (duale Ausbildung), and its contraction

Germany's dual training system, in which firms employ apprentices under contracts registered by the chambers while state vocational schools teach them, recorded 475,950 new training contracts in the year to 30 September 2025, down from 569,379 in 2011, while 54,372 offered places stayed unfilled.

475,950 contracts, new dual training contracts (bibb survey, 1 october to 30 september), 2025-09-30. 569,379 contracts, new dual training contracts at the series peak (2009 to 2025), 2011-09-30. Bundesinstitut fรผr Berufsbildung (BIBB), Erhebung neu abgeschlossene Ausbildungsvertrรคge zum 30.09., Tabelle 60 (Stand 05.12.2025), retrieved 2026-10-02.

How it worked: Federal law sets training regulations agreed with employers and unions, firms recruit and pay apprentices and deliver workplace training, chambers register contracts and run examinations, and the Lรคnder run part-time vocational schools, so qualification is a joint product that no single party can deliver alone.

Limits: The fall of about 16 percent from the 2011 high is computed from two published values (column 1). How much of it is the collaboration weakening is contested. On the applicant side, unfilled training places rose from 17,139 in 2009 to a high of 73,431 in 2023, which points to fewer and differently choosing school leavers, demography and the shift to university. On the employer side, the same table shows the places offered (column 6) falling from 598,935 in 2011 to 530,322 in 2025, about 11 percent, including a drop of 25,338 in 2025 alone, while unfilled places fell to 54,372 and applicants left without a place or an alternative (column 3) rose to 38,784, the highest in the series; the latest year reads as firms offering fewer places, not only as missing applicants. A hostile reviewer would also say the system still enrols nearly half a million new trainees a year, the largest joint public-private training delivery in the corpus. The table does not show the share of firms that train, which is the direct measure of employer participation. The 2020 figure (467,484) is a pandemic low and 2025 sits above it. The series starts in 2009, so earlier and higher levels are not covered, and the 1969 start year (the Vocational Training Act) is not stated in the source. Figures are read from a two-page PDF table, Bundesgebiet block. BIBB is a federal institute that runs the survey with the chambers, the bodies that register the contracts.

Panel estimate, round 2, how this layer works

  • 84.0 institutionalist@claude-opus-5-5, self-confidence 0.60

Works councils, sectoral bargaining, chambers and the dual system are organisations that coordinate independent actors across governments. Panelist C reads these as wealth items, but civil society strength and budget fidelity are behaviours, and only multi-level delivery friction keeps me below the indicator.

  • 82.0 bottom_up@claude-opus-5-5, self-confidence 0.55

Social partnership, codetermination and chambers coordinate many actors without the state. I trim slightly toward C because federal veto points visibly slow rail, grid and digital delivery, but 68 underrates corporatist bargaining that survives every government.

  • 74.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.50

The corporatist machinery (works councils, sectoral bargaining, chambers, dual system) is a durable coordination institution that wealth does not explain, so I raise from 68. Slow Bund-Lรคnder delivery on rail, grids and digital administration keeps it well under the 96.

It raised this dimension's correlation with log GDP per capita by 0.288, from 0.096 to 0.385, the largest single wealth contribution anywhere in the model. It was added to fix wealth contamination and it was the wealth contamination. The dataset is sound and the objection is to what it measures here: homicide is driven heavily by organised crime, a society can be physically safe while trusting very little, and across this country set the variation it carries is mostly income. Behavioural trust measures remain a gap.

Note: The distinction that makes this dimension worth measuring: whether trust reaches a person with no tie to the respondent. Generalised trust asks about "most people", which a respondent can fill with their own circle; this item names the stranger. China is the clearest case, high on most people and low on a person met for the first time. The value is the publisher-weighted share answering trust completely plus the share answering trust somewhat, the one sum of two printed columns the adapter stores, exact to about 0.1, over all respondents including don't know and no answer. EVS and WVS ask the same question on the same four-point scale; where one country has both samples, the WVS share is a median 2.2 points higher. Trust in people of another nationality (G007_36_B), which the row once also named, is left out because it reads attitudes to foreigners as much as trust. Fieldwork runs from 2017 to 2023 and every value carries the release year 2022. Germany, the United Kingdom and the Netherlands are held, as for interpersonal trust. See D140.

  • 81.0 institutionalist@claude-opus-5-5, self-confidence 0.55

Courts are independent and obeyed and firm bribery is near zero, which are institutional facts and not only wealth. Interpersonal trust is missing from the brief and sits below the Nordic level, so I stay under the indicator.

  • Tertiary enrolmentWorld Bank (SE.TER.ENRR), 2024

76.7 % gross, rank 32 of 124. Gross enrolment ratio in tertiary education.

A condition, not scored: enrolment counts people in formal education and records nothing learned (D122).

  • Public education expenditureWorld Bank (SE.XPD.TOTL.GD.ZS), 2022

5.2 % of GDP, rank 32 of 125. Government expenditure on education as a share of GDP.

A condition, not scored: public spending on education is a pure input, and learning is what the dimension asks about (D122).

  • Vocational share of secondaryWorld Bank (SE.SEC.ENRL.VO.ZS), 2018

19.2 % of secondary, rank 39 of 125. Vocational pupils as a share of total secondary enrolment.

A condition, not scored: the share of secondary pupils on a vocational track describes how a school system is built, not what anyone learns in it, and higher is not unambiguously better (D141). It marks a route into skilled work that does not run through university. Learning reads research citation impact, firm training and the human capital index instead.

Bildungsprรคmie training voucher, and its end

The federal education ministry paid half the cost of job-related further training for lower-income workers through a voucher from December 2008, issued more than 400,000 vouchers, and stopped issuing them on 31 December 2021.

400,000 vouchers (lower bound, 'รผber 400.000'), training vouchers (prรคmiengutscheine) issued over the life of the programme, 2008-12/2021-12. Bundesministerium fรผr Bildung und Forschung, Bildungsprรคmie programme site, retrieved 2026-10-01.

How it worked: The federal education ministry, with ESF money, handed eligible low-income workers a voucher covering half of a course fee up to 500 euros after a counselling session, putting the purchasing decision in the worker's hands rather than the employer's.

Limits: The figure is the programme's self-report on the BMBF's own programme site, a cumulative total and is a lower bound ('over 400,000'), with no year-by-year series on the page, so the peak and the shape of the decline cannot be read from it. Vouchers issued are not vouchers redeemed, and not people trained. At about 30,000 a year on average, computed from the cumulative total over 13 years, against a workforce of over 40 million, the programme never moved the national participation share the indicator asks for. It was co-financed by the European Social Fund and ended with an ESF funding period, so the end reads as a funding decision rather than a judged failure, and federal support for adult training continued through other instruments; the record documents the loss of this one delivery, not a collapse of adult-learning support. The half-cost and 500 euro terms used in the claim and pattern come from BIBB (https://www.bibb.de/de/742.php), not from the source page.

    Aufstiegs-BAfรถG, upgrading training support

Federal and state governments paid grants and loans to 186,100 people taking vocational upgrading courses such as master craftsman or certified educator in 2025, 3.8 times the 49,300 supported in 1997, with 1.1 billion euros approved.

186,100 people, people receiving aufstiegs-bafรถg support, 2025. 49,300 people, people receiving aufstiegs-bafรถg support in the first complete survey year, 1997. Statistisches Bundesamt (Destatis), press release 224 of 29 June 2026, statistics of upgrading training support (GENESIS 21421), retrieved 2026-10-01.

How it worked: Federal law entitles anyone taking a recognised upgrading qualification to support for course fees and living costs, part grant and part loan, so a skilled worker can leave or reduce work to train for a master or technician certificate without employer sponsorship.

Limits: A count of funded people is not the share of adults who took part in education or training, which is what the indicator asks for, and it says nothing about people who trained without this support. The 1996 start year is derived from 'thirty years ago' in a 2026 release. 28 percent (52,000) of recipients in 2025 were trainee educators (Erzieher), so the total moves with one occupation's staffing policy. The count has slipped from its 2022 peak of 192,400, a small decline that is noted here but not large enough to call the delivery eroded.

Panel estimate, round 2, how this layer works

  • 74.0 institutionalist@claude-opus-5-5, self-confidence 0.60

The dual vocational system is a learning institution that the firm training item undercounts, and all three panelists agree on that. Weak PISA trends hold it in the low 70s.

  • 74.0 bottom_up@claude-opus-5-5, self-confidence 0.55

The dual apprenticeship system is a large learning channel that the firm training share undercounts. Falling PISA results and slow digital skills uptake keep it in the 70s.

  • 70.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.50

The dual vocational system is a real conversion mechanism that the 40 percent firm training item undercounts, so I move up from 66. Human capital is dated 2020 and digital skills lag.

Note: Redefined 2026-10-02 (D152). The id keeps its first name so evidence records, links and published files still resolve. The row asked for venture capital deployed as a share of GDP, a level of financial depth of the kind private credit is (D122). A count of first rounds counts attempts started with outside risk money, which is what this capability asks about, and a large round counts once. Candidates, none wireable: the OECD SME and Entrepreneurship Financing scoreboard carried venture capital for 6 of the 16 countries the frame held on 2026-08-26, as amounts in national currency, latest year 2022, with Brazil, India, South Africa and Singapore absent (D21); national venture capital associations publish counts on their own definitions; commercial deal databases cover the world and are not inspectable (D10). Wireable on an inspectable deal count with one definition of a first round for half the frame or more. Read A1 before treating this dimension as measured.

Note: Redefined 2026-10-02 (D152). The row asked for the number and breadth of live sandboxes, which is a policy stock: a regime can exist with nobody in it. It now counts what passes through: firms a regulator let test under relaxed rules, and firms that came out, authorised, withdrawn or failed. Regulators publish cohort lists and exit reports one by one. The evidence corpus holds 22 records against this row, most of them counts of firms admitted or exited, each on the definition and window of its own regulator, and no register assembles them on one definition (O1 triage sweep, 2026-10-01). The only working source, OECD MSTI joined with RICYT for Latin America, covers 34 of the 53 countries then in the frame, but the row reads the make-up of a spending stock: who performs the R&D a country pays for. R&D spending itself is a condition since D122, and the share is high both where business research is large (Israel) and where total research is tiny and one firm dominates it (Thailand). State enterprises count as business, so China and Vietnam read their ownership model. UIS stopped publishing the series in 2023. Firms trying new things are read through patents, trademarks, designs and entrepreneurship instead. See D142.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

    SINTEG-Verordnung, the energy-transition experimentation clause

Germany's federal government ran a time-limited regulatory experimentation clause for the SINTEG smart-energy showcases from June 2017 to June 2022, under which the Federal Network Agency received 49 notifications of experiments but only two claims for compensation of regulatory costs.

49 notifications, notifications to the bundesnetzagentur under ยง 3 sinteg-v, 2017-06/2022-06. 2 applications, applications for compensation of economic disadvantages under the clause, 2017-2022. Bundesregierung (BMWK), Erfahrungen mit der SINTEG-Verordnung, Bericht nach ยง 13 SINTEG-V, retrieved 2026-10-02.

How it worked: The federal government wrote a time-boxed ordinance letting showcase participants trial flexible grid use and be compensated afterwards for network charges and levies they would otherwise have lost, with the network regulator verifying each claim.

Limits: Both figures are inside a PDF (pages 4 and 5). The clause was open only to participants in the five funded SINTEG showcases, not to every firm in the country. A notification is an announcement of intent, not a completed trial, and the government's own report says use of the compensation mechanism fell well short of expectations because participants had to bear losses first and faced high administrative cost. The regulation expired by design in 2022. Because its core was ex post compensation, the report says the general legal framework applied essentially unchanged to participants, apart from the ยง 5 derogation for flexibility platforms.

Panel estimate, round 2, how this layer works

  • 60.0 institutionalist@claude-opus-5-5, self-confidence 0.45

Patent and design counts at the fence are incumbent industrial R&D, not a low-cost system for trying and dropping new approaches. Panelist B's point on low founding rates and failure stigma moves me slightly down; panelist C's 70 gives too much weight to saturated incumbent outputs.

  • 56.0 bottom_up@claude-opus-5-5, self-confidence 0.45

Patent and design filings at the fence record incumbents improving products in small steps, not how easily new approaches are tried and dropped. C's 70 still lets those counts lead; low founding rates and failure stigma keep me well below the indicator.

  • 60.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40

Patents and designs sit at the fence but measure incumbent industrial R&D and track income. Low founding rates, mid software repositories and no sandbox or venture count argue for dropping below the 71 and below my round 1 70.

Conditions, not scored

What the country has to work with on this capability. The values are shown as the source published them and are not part of the score, the confidence or the trend. The rank counts the countries with a value, best first.

  • Labour force participationWorld Bank (SL.TLF.ACTI.ZS), 2025

80 % aged 15+, rank 16 of 125. Share of the working-age population in the labour force.

A condition, not scored: how much of the population is in the labor force at all is what a country has to reallocate, a level set by norms, schooling and age, not a record of it reallocating (D141). Participation norms confound it, especially for India. Adaptability reads reallocation through long-term unemployment and export diversification instead.

  • Fixed broadband subscriptionsWorld Bank (IT.NET.BBND.P2), 2024

45.6 per 100 people, rank 5 of 125. Fixed broadband subscriptions per 100 people.

A condition, not scored: installed infrastructure is what a country has to change with, not a record of it changing (D122). Penalizes mobile-first countries such as India and South Africa.

  • Electricity transmission lossesWorld Bank (EG.ELC.LOSS.ZS), 2025

5.3 % of output, rank 20 of 117. Power lost in transmission and distribution, including unbilled use.

A condition, not scored: the state of the grid, and whether its operator can bill what it delivers, is infrastructure a country has to change with, not a record of it changing (D141). Read it beside broadband, the other installed network beside Adaptability.

  • Informal employmentILOSTAT (DF_SDG_0831_SEX_ECO_RT), 2022

3.9 % of employment, rank 17 of 102. Informal employment as a share of total employment, SDG indicator 8.3.1.

A condition, not scored: how much work carries no contract, registration or social protection describes the labor market a country reallocates through, not it reallocating (D150). Read it beside the unemployment rate: where most work is informal, a person who loses a job takes any work within weeks, so a low rate is not a fluid market. Its direction for Adaptability cannot be defended, since informal work is both the slack that absorbs a shock and the precarity that keeps a worker from moving up, so the rank orders values and is not a verdict. Comparability is weak: the European values come from an income survey (EU-SILC) with a proxy definition, and the rest from labor force or household surveys processed by the ILO. ILOSTAT has no value for the United States, Canada, Australia, Japan, Singapore, Israel, Malaysia, China, the Philippines or Cuba, and some values are old (Haiti and Nicaragua 2012).

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

  • Germanylinked to Institutional responsivenessstarted 2008delivered and closed

    Kurzarbeit in the 2008-2009 crisis

Germany answered the 2008-2009 collapse in manufacturing orders by paying firms to cut hours instead of jobs, and short-time work covered 1.44 million workers at the May 2009 peak, about 5 percent of insured employment, while unemployment barely rose.

1,440,000 workers, workers in cyclical short-time work at the peak, 2009-05. IAB, the research institute of the Bundesagentur fuer Arbeit, IAB-Kurzbericht 17/2020, citing Statistik der BA, retrieved 2026-08-27.

How it worked: The employment agency reimburses firms most of the net wage for hours not worked when demand collapses, converting the existing unemployment-insurance fund into a payroll bridge, and the 2009 government lengthened the entitlement and cut the paperwork.

Limits: The count says how many workers were covered, not what the scheme cost, how much of the covered work would have survived anyway, or whether it slowed reallocation to better firms, which are the standard criticisms. The instrument long predates 2008; what the episode evidences is the speed at which an existing legal instrument was expanded inside one year. The same instrument covered over six million people in 2020, so the 2009 number is not its ceiling.

  • Germanylinked to Disaster preparedness and recoverystarted 1955dismantled

Federal siren warning network, and its dismantling

West Germany built a federal warning service after 1955; after the Cold War the federally owned service was dissolved, its ten warning offices were abandoned and the nationwide siren alarm network was dismantled or transferred to municipalities, ending a system that had relied on about 1,700 volunteer helpers.

10 offices, federal warning offices abandoned, 1997. 1,700 people, volunteer helpers in the former warning service, 1997. German Bundestag, report on civil-protection structures, retrieved 2026-08-31.

How it worked: After the Cold War, the federal government treated a nationally coordinated warning service as obsolete, dissolved its dedicated organisation and shifted much of the remaining equipment and responsibility to local authorities without a ready replacement with the same audible reach.

Limits: The number of offices and volunteers describes the architecture that was removed, not how many people the sirens actually reached or how well the replacement warning channels worked. Responsibilities moved to Lรคnder and municipalities rather than disappearing from every locality, and some sirens were retained for fire services. The Bundestag report is an official retrospective, not an independent test of warning performance.

  • Germanylinked to Disaster preparedness and recoverystarted 1965dismantled

Public civil defence shelters, and their dismantling

Germany held 1,967 public shelters with about 1.6 million places in 2008, decided with the states to abandon them, and decommissioned them until March 2022, leaving 579 shelters with 477,593 places, none of them functional or operational.

477,593 places, public shelter places still designated, 2025. 1,600,000 places, public shelter places at the start of the run-down, 2008. German Federal Government, answer to a parliamentary question, Bundestag Drucksache 20/14631, figures from the Federal Institute for Real Estate (BImA), retrieved 2026-10-01.

How it worked: The federal government and the states read the end of the Cold War as the end of the threat, stopped maintenance and budgeted to decommission and release the shelters, until the interior ministry froze the process by decree three weeks after Russia invaded Ukraine.

Limits: The 2008 figure is rounded by the government and covers only the western states and Berlin: shelters of the former GDR never entered the federal concept, so the stock was never national. Shelter places are an old measure of protection, and the government now argues bunkers cannot meet modern warning times and plans to rely on basements, car parks and metro stations, so the loss of places overstates the loss of preparedness if that concept is delivered. It had not been when this answer was given. The started year is the 1965 Shelter Construction Act; the federal funding programme for public shelters ran from 1968 to 1996. The source is a PDF; the numbers are in the answers to questions one and seven.

Floating LNG import terminals of 2022

After Russia's invasion of Ukraine the federal government chartered floating storage and regasification units, commissioned the first at Wilhelmshaven in December 2022, and by February 2023 expected to spend about 10 billion euros renting and running five units, against 2.94 billion euros of federal funding made available for four in May 2022.

10,000,000,000 euros, expected expenditure for chartering and operating five fsrus (government estimate), 2023-02. 2,940,000,000 euros, federal funding available for four fsrus at the may 2022 decision, 2022-05. Deutscher Bundestag, heute im bundestag (hib 137/2023), reporting the federal government's answer in Drucksache 20/5784, retrieved 2026-10-01.

How it worked: The economy ministry chartered ready-built floating terminals through the utilities RWE and Uniper instead of building onshore plants, and Parliament passed an acceleration act letting authorities skip environmental assessment and relax procurement for these projects.

Limits: The two cost figures are not like for like and must not be read as an overrun percentage: the May 2022 figure was funding made available for four units, the February 2023 figure is an expected spend for five units over charter terms the government puts at five to 15 years, and the government says a large part will flow back through landing fees. The charter contracts are classified (VS-Vertraulich), so no outside reader can check either number. The schedule claim, decision in late February 2022 to commissioning in December 2022, is computed from two documents rather than published as one figure, and it covers only the first unit; the sources verified here give no commissioning dates for the others, and plans for Stade and a second Wilhelmshaven unit were only targets for end 2023. Part of the speed was bought by suspending process: the government's answer confirms that under the LNG Acceleration Act no environmental impact assessment was carried out at Wilhelmshaven or Brunsbรผttel. Nothing here shows how fully the terminals have been used, which is the main criticism of the build-out.

700,000,000 records (about), data records received by the elena central storage office, 2011-08. 11 EUR million per year (up to), federal spending allowed for the central store and registry, per year 2009 to 2013, 2011-08. Deutscher Bundestag, Antwort der Bundesregierung, Drucksache 17/6864 (26 August 2011), retrieved 2026-10-17.

How it worked: The federal economics and labour ministries obliged employers to transmit income data monthly to a central store, so that benefit offices could later retrieve a certificate once the citizen authorised it with a qualified electronic signature. The collection side ran nationally from 2010; the retrieval side waited on a signature the population did not adopt, and the government ended the procedure and ordered the data deleted.

Limits: Both figures are read from a PDF of the government's answer to a parliamentary question. The record count measures data collected, not certificates used: ELENA was built to replace paper employer certificates for unemployment, housing and parental benefits, and the count says nothing about whether any benefit office drew on the store. The government said in the same answer that it could not state the procedure's total cost to the federal budget, firms, states and municipalities, so the spending figure is a statutory ceiling, not an outturn. The repeal and the deletion of the stored data were attached to a statistics bill by Bundestag committee recommendation 17/7200 of September 2011. ELENA is a reporting platform rather than a citizen identity, and it enters this family because its failure was the failure of the identity layer: it depended on citizens holding a qualified electronic signature, which they did not acquire.

Panel estimate, round 2, how this layer works

  • 66.0 institutionalist@claude-opus-5-5, self-confidence 0.50

Industrial building capacity is at the top of the frame, but state delivery of large projects is weak (BER, Stuttgart 21, rail backlog). Panelist C's point that fitness saturates with wealth is fair, so I move down from 70 but stay above 55 because the industrial organisations are real.

  • 64.0 bottom_up@claude-opus-5-5, self-confidence 0.50

Industrial building capacity is deep, but public megaproject delivery is weak: BER, Stuttgart 21 and the rail maintenance backlog. A's 70 lets economic fitness carry the state side the indicators cannot see.

  • 62.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.40

Economic fitness is saturated and tracks wealth, so I do not credit it fully. Deep industrial delivery justifies raising from 55, but BER, Stuttgart 21 and the rail backlog show weak public execution.

Shared Purpose

To what extent can people imagine themselves as participants in a common project?

-4.7 over 10 years, from 54.6 in 2016 to 49.9 on 2 indicators seen in both years.

-3.8 over 20 years, from 53.7 in 2006 to 49.9 on 2 indicators seen in both years.

-7.4 over 30 years, from 57.3 in 1996 to 49.9 on 2 indicators seen in both years.

Trends use fewer indicators than the current score and use today's frame. A longer span reaches further back.

Singapore scored 20.9 while being one of the most effective collective actors in the set. Volunteering and civic participation are the observable replacements and are declared gaps; voter turnout is published beside Shared Purpose as a check, because it reads the same democratic channel and compulsory voting (D129). Note: A declared gap again since 2026-10-02 (D151, which supersedes the retirement in D143). The project still wants to know whether people count themselves members of the community whose common project this capability asks about, so the row stays even though no series can fill it. The only cross-national item aimed at it, national pride (G006) in the Joint EVS/WVS, is not wired: pride is not belonging, and it fails the regime test of artefact A13, with electoral autocracies at 75 percent very proud against 47 in liberal democracies. ISSP 2023 asks about closeness to the country in 16 countries. Wireable on an item that reads the same in every regime class, or on a behaviour of belonging, for half the frame or more. High national pride must never be read as the capacity for collective action.

Note: V-Dem political polarization (v2cacamps) is published beside this dimension as a behavioral check and is not scored, because a regime with no organized opposition reads as calm (D121, A13). The gap stays open for a measure that can tell calm between competing camps from calm where no camp may compete. Pluralism is the target, so only hostile polarization should count against a country.

Note: A reported behaviour: the publisher-weighted share of respondents mentioning membership of a humanitarian or charitable organisation, the membership item closest to acting for strangers, in the official Joint EVS/WVS 2017-2022 results table, release 5.0.0. Religious membership is left out because it reads religiosity, and a count of any membership is not published in the aggregate table. The two programmes ask differently: EVS shows a list and asks which the respondent belongs to, WVS reads each type aloud and asks about active or inactive membership, and the joint file counts both kinds of WVS member as mentioned. Where one country has both samples, the WVS share is higher in eight of ten, so part of the spread is question format. Membership is not activity. China reads 2.7% and Vietnam 9.4%, so state mass organisations do not inflate this item. Fieldwork runs from 2017 to 2023 and every value carries the release year 2022. Germany, the United Kingdom and the Netherlands are held, as for interpersonal trust. See D128 and A15.

Behavioral check, not scored

Each number below is published beside the score and stays out of it. It is not in the frame, the average, the indicator count or the confidence.

  • Political polarizationV-Dem (v2cacamps_osp), 2025

2.47 index 0-4, lower is better. Whether supporters of opposing political camps generally meet in a friendly or a hostile manner, rated by V-Dem country experts from 0, friendly, to 4, hostile.

The question counts hostility and leaves disagreement alone, which is what pluralism asks for. It is not scored because a low reading has two causes the number cannot tell apart. Where camps compete openly, a calm reading means people who disagree still meet as fellow citizens. Where no opposition may organize, it means there is no camp left to be hostile to. In 2025 the five closed autocracies in the frame average 2.18 and the liberal democracies 1.67, while electoral democracies and electoral autocracies sit near 2.8 and 3.3. Scored, the reading would have lifted the United Arab Emirates about 11 points on this capability for a uniformity the benchmark does not count as shared purpose. Income is not why it is left out: richer countries read only somewhat calmer, at about -0.41 against log GDP per capita.

  • Voter turnoutV-Dem (v2eltrnout), 2025

82.54 % of registered voters, higher is better. Share of registered voters who cast a vote in the latest national election up to 2025, according to official results, as coded by V-Dem from IDEA, IPU and IFES sources. Where executive and legislative elections fall on the same day, the executive turnout is coded.

Turnout is the one act in which a whole population takes part in a common decision, so it is the closest behavioral reading of shared purpose the benchmark has. It is not scored for three reasons the number cannot separate. It reads the democratic channel, which is why voice and accountability was retired from this capability (A5): a country with no competitive elections cannot score well for reasons unrelated to whether its people see themselves in a common project. Compulsory voting turns it into a reading of the law: Brazil enforces it, and the eight countries that enforce sanctions average 83 percent against 65 where voting is voluntary. And closed and electoral autocracies manage it: Vietnam reads 95.6, Rwanda 98.2 and Singapore 92.8, which is mobilization, not participation (A13). The year shown is the latest national election, because elections are coded only in the year they happen.

Evidence for missing indicators

Each record describes a case the indicators above cannot see. It does not affect the score or confidence because one case is not comparable across countries. A gap can become an indicator when a comparable series covers at least two countries.

THW, volunteer civil protection as a federal institution

Germany's federal civil-protection agency trains and equips a volunteer force that reached about 88,000 people across 669 local units in May 2025, supported by about 2,200 paid staff.

88,000 people, volunteer thw members, 2025-05. 669 local units, local thw units, 2025-05. Bundesanstalt Technisches Hilfswerk, agency overview, retrieved 2026-08-30.

How it worked: The federal government supplies equipment, doctrine and a small professional backbone while local volunteer units recruit, train and retain the people who operate it, turning civic participation into standing disaster-response capacity.

Limits: Membership in one emergency-service organisation is not the share of adults who volunteered in the last month, which is what the indicator asks for, and it cannot be compared directly with countries that organise civil protection through paid services. The agency reports its own membership, the count includes more than 17,000 youth members, and it does not show how often each member trains or deploys.

Panel estimate, round 2, how this layer works

  • 62.0 institutionalist@claude-opus-5-5, self-confidence 0.45

The tax figure counts central government only and badly understates a federal system with large social contributions. Dense associations and Ehrenamt support a score above the indicator; rising hostile polarisation holds it near 60.

  • 62.0 bottom_up@claude-opus-5-5, self-confidence 0.45

The 10.9 percent tax figure counts central government only and badly understates collective financing in a federal state. Widespread Ehrenamt volunteering lifts the score and rising hostile polarisation holds it back.

  • 58.0 wealth_sceptic@claude-sonnet-5-5, self-confidence 0.35

The other panelists show the 10.9 percent tax figure is central government only and understates collective financing. I raise from 55. Rising polarisation and missing civic and belonging data hold it mid-frame.
