The move, and what it needed
Parliament gave a strategic studies institute under the Presidency a statutory mission of prospective analysis and scenario building, and the institute writes studies and confidential reports addressed to the head of state, publishing a part of them.
Preconditions
- A law that gives the institute its own legal personality and a foresight mission, which outlasted the 2011 change of regime
- A head of state who commissions studies directly and is the only formal recipient
- A permanent team, including former diplomats who run geopolitical monitoring
Limits: The institute reports on itself, and both figures are its own counts in an Arabic activity report published in February 2025, read with pdftotext; the institute's website renders with JavaScript and lists the report under its publications, which is how the file was found. Most of the 50 studies went to the President and are not public: the public catalogue holds 56 items, several of them executive summaries or language versions of the same study. Many listed studies are policy analyses (public finance, the informal sector, the emigration of engineers and health workers) rather than scenario work, though several carry horizons of 2025, 2030, 2035 and 2050. The report gives no budget or staff count and no figure for any year before 2020, so the 1993 law shows the mandate's continuity across the 2011 change of regime but not continuous output. The statute (Law 93-103, Article 2) was read in the legislation database of the Tunisian security sector (https://legislation-securite.tn/wp-content/uploads/sites/5/2023/11/Loi-n%C2%B0-93-103-du-25-Octobre-1993-Fr.pdf). The institute sits under the President's tutelage and its studies are addressed to him alone, so nothing read shows the work entering a government decision.
